Capitol Hill Update 2/27/2026

To the Citizens of Tennessee Senate District 15

Friends,

This week at the Capitol we received significant news as Lt. Governor Randy McNally announced he will not seek re-election to the State Senate in 2026.

His nearly five decades of service have helped shape Tennessee into the strong, thriving state it is today. For the past ten years as Senate Speaker and Lt. Governor, he has provided steady, conservative leadership during a period of tremendous growth in our state.

I am grateful for his leadership, his example, and his friendship, and I wish him and his family the very best in the next chapter ahead.

As we continue our work this legislative session, the Senate also took action on several important measures.

Protecting Kids Online

The Senate advanced legislation this week creating the Children’s Digital Protection Fund. If social media or gaming companies are found to have harmed minors, any money recovered from those cases would go directly toward children’s mental health services, suicide prevention efforts, and law enforcement initiatives focused on online safety.

In simple terms, if companies are profiting while harming kids, those dollars should go toward helping Tennessee families. This ensures those resources are reinvested where they belong.

Modernizing Automobile Franchise and Regulatory Law

Legislation I sponsored also advanced this week to update Tennessee’s automobile franchise and regulatory laws.

This bill brings clearer rules and oversight to automobile clubs and strengthens the framework between vehicle manufacturers and licensed dealers. For Tennessee businesses, that means clearer expectations and more consistent standards. For consumers, it means a regulatory system that reflects today’s marketplace instead of outdated policies.

As our state continues to grow, our laws should keep pace. This measure helps provide clarity, fairness, and predictability.

Supporting Volunteer Rescue Squads

Volunteer rescue squads are often the first to respond in emergencies, particularly in rural communities. Legislation advancing this week ensures only properly recognized rescue squads receive state grants and support. This protects taxpayer dollars while strengthening accountability and continuing to back those who serve on the front lines.

Strengthening Public Comment in Government Meetings

Another bill moving forward requires governing bodies to reserve time for public comment during meetings. Tennesseans should have the opportunity to speak on issues listed on meeting agendas and matters within a board’s authority. Public input remains an important part of responsible decision-making.

Other Measures Advancing

  • Cancer protections were extended to arson investigators who face hazardous exposure similar to firefighters.
  • Consumer protection legislation moved forward to crack down on hidden online fees and strengthen privacy safeguards.

I will continue working to support policies that strengthen Tennessee families, protect consumers, and keep our state moving forward responsibly.

Thank you for the opportunity to serve.

Sincerely,

Senator Paul Bailey
